Case

Walter Roper Esq^r was called to The Irish
9^th Febry 1822 Bar in the year 1794 as appears by a Certificate from
The Hanaper & Chancery Office and it appears from a
15^th Febry 1822 Certificate of The Librarian of The Kings Inns of Court
That M^r Ropers Name hath ever since stood in their Books
15^th Febry 1822. And from a Certificate by The Bishop of Meath it appears
That M^r Roper went the Circuit in which his Lordships
Diocese is situate with respectability and with Credit

According to M^r Roper's Information he declined
Practice and went into some other Line of Life of a
Trading Quality in which having been unsuccessful he
extricated himself from Embarrassment by the benefit of
an Act of Bankruptcy and obtained as he states a ~~&~~
Certificate from his Creditors but without producing the same
or yet any allowance thereof from the Commissioners Certified
by The Lord Chancellor —

M^r Roper some few Months ago came to reside
in the Isle of Man where he has some respectable Connections
and recently made application to His Grace The Duke of
Atholl as Governor in Chief of The Isle of Man to be
admitted to practice as an Advocate and Attorney in The
[margin: See The Insular Act.] Insular Courts and it being optional to The Governor in his
discretion to admit Parties of this description who had
practised as Barristers or even as Solicitors in England or
Ireland provided he was otherwise satisfied in all respects
His Grace was from inclination desirous to sanction The
