his Grace's attorney, his steward, and two High
Bailiffs. From written notes he then delivered
a speech to the Keys assembled, containing the
following expressions : " That the framing of the
memorial (namely, that respecting the intrusive
members of Council) was *basely done*, and in an
underhand manner; that it was *a base, false, and
infamous libel ;* that the Keys had only committed
the trifling error of substituting falsehood for
truth; that each of the Keys who had signed
the said memorial (which was in itself a gross
libel), and who should not come forward and
express his contrition, *should be prosecuted for the
offence.* That, however, this most untrue and
libellous memorial had produced no more effect
on Lord Sidmouth, than the ball of a child
would on the walls of Castle-Rushen. That it
was with deep concern his Grace noticed in
this memorial, amongst other things, the asser-
tion, that his Grace's interests as a subject are
often in opposition to those of the Crown, and
generally at variance with those of the people of
the Island;" and his Grace, addressing the Keys,
said, "*I call upon you publicly, in the face of the
Country, collectively, and individually, to bring
