*That on certain occasions all the members of
the insular legislature meet in a Court termed
"the Court of Tynwald," in which, by reason of
their limited number the whole body assemble,
and not deputations from each, as is established
by custom in conferences under the authority of
your honorable house: that then and there each
and every of the members has ever not only
possessed and exercised the right of free debate,
in such conferences, but when that right was on
one occasion questioned by a preceding Lieu-
tenant-Governor, on reference to law-authorities
and on due enquiry it was by him fully ad-
mitted: that although his Grace himself, within
two years last past, adjourning the Court to ano-
ther day, was pleased to declare to the Keys that
he would then "argue with them for a week," yet
he has more recently thought fit to debar them
the liberty of speech; at the same time permitting
it to his Council, and to your Petitioners' speaker
alone: that his Grace has put to silence, and
most rudely ordered to sit down, a member
whilst speaking.

That although your Petitioners since these
inhibitions, against which they unanimously pro-
tested, have, in order to avoid indecent contro-
versy, forborne to exercise their undoubted right,
yet they submit to this Honorable House, that a
