That it is incumbent on your Petitioners in Justice to some individuals, Members of
the said Assembly to observe that upon the agitation of some late questions therein which
they deemed to be injurious to the Rights & true Interests of the People where they knew a
Majority had been preengaged against them They left the House & have since resigned
their seats therein

That your Petitioners with all due submission humbly presume to think that if
the House of Keys in the said Island (whose legislative Capacity is in a great Degree
analogous to the House of Commons in Great Britain) was formed & established by
Electors possessed of certain Qualifications ~~by analogy to the Mode of Election of Members~~
~~to serve in the Parliament of great Britain~~ Men would be chosen whose knowledge
property & situation in life gave them the fairest Pretensions to assist in making
such Laws Orders & Regulations as would under the Direction of divine Providence
be the most conducive to the happiness & prosperity of the said Island

That the number of Members which at present compose this Body being 24
as before is mentioned & there being 17 Parishes & 4 Principal Towns in this Island
the fair & impartial Method of making up this number is submitted to be that every
Parish shall return 1 Member ~~& Castletown being the Metropolis 3 Members~~

Douglass being the most considerable Town 3 Members & Ramsey & Peel 2
Members each being Towns of less Note which will make up the complete number
