13 That a Speaker or president be chosen by the Keys or a Majority of them
and such Regulations made, as may be thought neceſsary to establish and
preserve good Order amongst them as a Body

14 That all Contests and Disputes touching Elections be heard and
determined by and before the Keys without Appeal

15 That the Governor and Council retain their present Legislative
Rights; and that the Keys when chosen, poſseſs the same Legislative,
Appellate and Judicial powers as the present House of Keys now does.
And that the Governor Council and Keys enjoy the legal and customary
Rights ~~and~~ Privileges appertaining to each, with such Alterations
and Improvements as may be thought proper and expedient

16 That the House of Keys when chosen, do continue for the Space
of Seven years, and then be diſsolved; and a new General Election take
place; by which means if the people see cause to disapprove their
Representatives, they may at every Septennial Election, make a more
Satisfactory Choice; and rectify those political Evils which in
a permanent Body, are altogether incurable, and without Redreſs.
