Privy Council.

May it please your Lordships

We have the honor to receive your Lordships Commands
dated 11^th Feb^y 1813 referring to us a Letter from His Grace
the Duke of Atholl Governor of the Isle of Man together
with an Act passed in that Isle for the Relief of
Insolvent Debtors under certain Restrictions, and
your Lordships were pleased to Order that we
should consider the same and report our Opinion
as to what it might be adviseable to do therein. -

In Obedience to your Lordships directions we
have taken the same into our Consideration & beg
leave humbly to report to your Lordships that we
have attentively perused the said Act, and see
no objection to a Measure of this Nature receiving
the Sanction of His Royal Highness the Prince
Regent acting in the name and on behalf of His
Majesty if His Royal Highness shall be graciously
pleased so to do, but considering the danger of
affording too easy a temptation to Debtors resorting
to the Island of Man, to delay and defeat
their Creditors. We think it right most humbly to
submit to the Consideration of your Lordships,
certain particulars, in which the proposed Act
differs from the Insolvent Acts in England

1^st The proposed Act extends the Relief to Prisoners
who have been confined for 12 Months, without any
