That your Memorialists apprehend it may
be here proper to mention that it is a common practice
for Ships bound from the Western Ports of Britain to
foreign parts to touch at the Isle of Man, and
there take on board all kinds of Goods fit for the
Assortment of their Cargoes; and likewise Stores of
all kinds, by which not only the Revenues, but the
Manufactures of Britain must be greatly prejudiced,
and that nothing is more common than for
Vessels bound Coastwise from one Port in Britain
to another to touch at the Isle of Man, and take
on board, Spirits, Tea, Tobacco and other Goods to be
Run on the Coast.

That upon the West Coast of Britain the Farmers,
their Servants Men and Women, and the lower Class of
People in general, are artfully engaged by the more
Substantial Smugglers to be Adventurers, in proportion
to their respective means, in this illicit Practice of Smuggling
from the Isle of Man, as the most certain pledge for
Securing their Assistance upon all occasions, the
pernicious effects of which are too evident by their
Conduct, being always ready to Assemble, Obstruct,
Assault
