time previous to the death of the tenth Earl of
Derby some disputes had existed between his
officers and the inhabitants, which induced the
latter to yield a ready, but now much-regretted
acquiescence, in their change of rulers. This
change they understand to have proceeded from
the mistake of a conveyancer in whom the
Stanley family confided. He had advised them
that the Crown's previous assent to a very full
devise of all castles, lordships, and honors, was
unnecessary.

During the Proprietory-Government of the
Stanley family considerable injury to the Re-
venue of Great Britain and Ireland had begun
to arise, from the circumstance of this island's
being made a depôt for brandies, and other
foreign commodities there imported and stored,
on payment of low insular duties to the Lord,
and then smuggled on the opposite coasts.
The profits on this baneful traffic rested with the
Lord, the persons in office of his appointment,
and a few adventurers, in general not natives.

* In order to prevent these malpractices,
equally injurious to the Revenue, and to the
morals and welfare of the Islanders, the servants
of the Crown obtained an act of Parliament,
