funds arising from the said Harbours But the said Commisſioners
under various pretences refuse to pay your Petitioners their said
Demands alledging that by an Act of Parliament paſsed in the year
1770 Intituled an act for repairing amending and Supporting the Several
Harbours in the said Isle of Mann which has made some Vogue and
Imperfect provision for your Petitioners said Debts it is expressly
Ordered that it must be first certified by said Commisioners or a Majority
of them (whereof his Majestys Receiver General to be one) that the said
Harbours have been put into sufficient Repair before your Petitioners
said Debts can be paid.

That your Petitioners are credibly informed there have been
several thousand Pounds levied and collected from the said Harbours since
the passing of the said Act of Parliament Yet your Petitioners Understand
and have the greatest reason to believe that the said Commissioners will
never consider the said Harbours so sufficiently repaired as to grant
your Petitioners such a Certificate as is required by the said Act
or to pay and discharge their said Debts which were a prior
Lien and Charge upon the said Harbour Funds and ought in all
Justice and Equity to be intitled to a prior Payment as your
Petitioners are well advised Wherefore in conformity to said
Act your Petitioners are necessitated to apply to your Lordships
for Relief and Redress in the Premises

And therefore most humbly pray that your
Lordships will be graciously pleased in aid of common
Justice to order your Petitioners payment of their said
Debts out of the said Harbour Funds .. And until
payment be so made That your Petitioners may be
Ordered the Yearly Interest of said Bond Debts agreable
to the Original Contract and Agreement on the faith and
credit whereof your Petitioners Lent and advanced the
said Sums as aforesaid And your Petitioners will for
your Lordships ever pray &c
