Respect to the Prison for Felons, the
recent and repeated Escapes which
has baffled the utmost Vigilance
of an attentive Gaoler, evidently
point out its Insufficiency.

The sovereign Lord of the
Island being from Time immemorial
to the Vesting Act intitled to the
Goods and Chattles of Felons; neither
the prosecution of such Offenders nor
the maintenance of Felons destitute
of the means of subsistence ever
became a Burthen upon the injured
Party, or the community at large.
And by this Act, though the Sovereignty
was restored to the Crown Yet those
Goods and Chattles were reserved to
the Duke and no provision made
for the prosecution, Support or
maintenance of those Offenders.
An Object which the People are essentially
concerned
