and intending to Run their Cargoes on the East Side
of Great Britain, took out Clearances for some Port
in Norway, but as nothing but contrary Winds, Stress
of Weather, or want of Provisions, could be pleaded in
excuse for their being found within the Limits of a Port,
or the forbidden distance of the Shore, they have changed
their Practice, and pretend they are bound for the Isle
of Man, which is found by experience to be fatal to
the Revenue, and more safe and convenient for the
illicit Practices of the Smugglers.

That by the Act of the 7^th of George 1^st Cap: 21 Sec: 9
Prohibiting the Importation of all India Goods into
the Isle of Man, and other Places, except such as
are laden and Shipt in Great Britain, under forfeiture
of the Ship and Cargo: The Courts, in which such Seizures
are to be proceeded against to a Condemnation, are limited
to Westminster, and Dublin, and those belonging to His
Majesty in such Land, Island &c^a. where the Offence
shall be committed; but no Authority is given to the
Court of Exchequer in Scotland, And, as your Memorialists
humbly conceive, it might be attended with many
salutary Consequences to the Revenue of this Country,
and particularly prove a farther Check upon the
Smugglers in the Isle of Man, in the case of Seizures
that may be made there by any of His Majesty's
Ships or Vessels, were the like Powers with those
given to the Courts of England, and Ireland, &c^a.
