to know. Placing some confidence, however,
in these solemn assurances, they determined to
take a similar step themselves. In the autumn
of 1822 they prepared a memorial, stating se-
veral acts of his Grace as Governor, and pre-
sented it to the Home-Secretary. No answer
has been received ; but they were given to under-
stand that no charges against the Keys had
been then made by the Duke of Athol.

That his Grace has had in the mean time
some correspondence with that Right Honora-
ble person, on their subject, appears by the
effects. Their exclusion, stated in the preceding
Petition, from the Criminal Court, without the
least notice or opportunity of defending their
immemorial right, has been effected in conse-
quence of his Grace's transmission of docu-
ments, to them still unknown. On application
to the Secretary of State for the communication
of these, the Keys have met with a refusal.

mon-law enables them " to give authoritative in-
formation on any legal question" which may
