I think that all the persons before mentioned who are
employed either in Sailing the Ships or Boats, or taking
Fish, are liable to answer the duties of the Hospital in
proportion to the time they serve, But such as are employed
upon the Land only in curing and salting the Fish, and
not at all in Navigating the Vessels or Fishing, are not
liable to pay the Duties. If the persons called Planters
Navigate, or Work, or serve on board any Vessel or Boat they
are liable to pay, otherwise Not./
