reason of which I apprehend to be
that the Persons who held those offices
from the time of the Revestment until
lately did not reside upon the Island —
Within the last ten Years the Water Bailiff
has taken and does now hold his place in
the Council, But the Rec^r General who
did not until very lately reside in the Island
has not taken his Seat as a Member of the
Council and it is now asserted by some Persons
that the Rec^r General is not at this day a
Member of the Council that the nature
of the office is much changed from what
it formerly was and that the Rec^r General
is at present merely an officer of the
Customs Whereas I do humbly Conceive
that the Rec^r General being at the Head of
His Majesty's Revenue Department in
this Island is a better reason why he Should
