To the Honourable Richard Dawson Esquire Lieutenant Governor of
the Isle of Man, the worshipful Members of the Council, and Keys of the said Isle;

We whose Names are hereunto subscribed, being Inhabitants
of the several Towns and Parishes aftermentioned;

Beg Leave to suggest.

That the present State of the Legislature of this Isle, for Purposes of
national Advantage and felicity, ought to be new modelled:

That in an Age enlightened as the present, and under the
encouraging Auspices of Magistrates whose Heads and Hearts enable and dispose them
to consider and adopt an improved Plan of Government and Police, disdaining the
puerile Objections arising from Innovation; We your Memorialists apprehend the
present Crisis to be favorable and propitious to the Object of this our Memorial:

[interlined:] We think it unnecessary farther to premise, that Salus populi
est suprema lex — and that the Voice of the People has at all times claimed the
Attention of wise and upright Magistrates;

Therefore with all possible Humility, and Deference to your
superior Understandings, we submit the following Scheme or System — calculated for a
full and free Representation of the Subject — to your deliberate Consideration.

That the present House of Keys be annihilated and dissolved by Act of Tynwald

That a Law be passed for the immediate Election of another
House of Keys, — House of Assembly, by such Landowners and others in this Country as
may be thought to possess a Sufficient Qualification:
