the Rolls have all been in use to sign the
Judgements of this Court along with the
Deemsters yet I do humbly Conceive that the
Signatures of the Deemsters only were necessary
and that for the Sake of Certainty the Deemsters
ought to be Considered as the Sole Judges of the
Court of Common Law —

The proceedings in this Court have been
rendered more Dilatory and expensive than they
used to be or Perhaps ought to be by reason
of the Deemsters refusing to Produce his
Minutes of Evidence upon ~~an~~ Appeals as was
formerly the Practice the Consequence of which
has been and is and must Continue to be that
in every Cause of [above line: the least] Consequence before the s^d Court
the Practitioners are under the necessity of
having the Depositions taken down in Solemn
form which is certainly no improvement
