and Lieut^t. Governor on the groundless pretence that
a penny Post each single Letter has no right to be
taxed for the Letters from Douglas to Castletown
notwithstanding the Power invested in your Lordships
for that purpose by express act of Parliament, and
agreeable to the Instructions to the Postmaster of
the Isle of Mann

Your Memorialist therefore begs leave to lay
himself entirely under your Lordships
protection & most humbly requests you
will be pleased to order an end to be
put to this most oppressive Prosecution,
and that the Investigation of the matters
be laid before your Lordship as your
Memorialist is actually deterred from
doing his duty in the Post office through
fear of oppressive suits at Law being
commenced against him in a Court
where his Excellency the Governor in
case of an Appeal is both Judge and
Plantiff
