Court of Chancery
In this Court the Governor was Chancellor
and Sole Judge, but was attended by the
Deemsters and other Members of the Council
who gave their opinion and advice when
thereunto required — The Chancellor had
his Seat on the Upper Bench and the
Members of Council attending took their Seats
on the lower Bench — The Upper Bench
was considered to be the Court, and the Lower
Bench the Assessors of the Court — Of late
years the Deemsters and the Water Bailiff by
some Art-magic or some other Means have
been raised to the Upper Bench and becoming
thereby Amalgamated with the Chancellor,
it appears difficult to say at present who or
what the Court is But one thing may be
said with Certainty, that in Consequence
thereof the Chancellor does not hold his proper
